The National Center for Education Statistics (NCES) conducted the 2020 Long-Term Trend National Assessment of Educational Progress (NAEP) with several organizations under the umbrella of the NAEP Alliance: alliance planning and coordination (PC); item development (ID); sampling and data collection (SDC); materials, distribution, processing, and scoring (MDPS); design, analysis, and reporting (DAR); management of project schedules (MPS); and web technology development, operations, and maintence (WTDOM) staff.

The Long-Term Trend (LTT) assessment is given to students at ages 9, 13, and 17 in mathematics and reading as a paper-based assessment.  Age 13 students were assessed in the Fall of 2019 and age 9 in the Winter of 2020. Age 17 students were to be assessed in the Spring of 2020 but due to the Covid-19 pandemic, it was cancelled.

The MDPS staff were responsible for the following tasks:

  • printing test booklets;
  • packaging and distributing materials;
  • receipt control;
  • data capture through image and optical mark recognition scanning;
  • data editing and validation;
  • uploading of open-ended responses into NAEP's electronic scoring system, including scanned images from paper booklets;
  • training and performance scoring of constructed-response items;
  • quality control;
  • creating training sets and score the open-ended items;
  • data file creation; and
  • inventory control and materials storage. 

For LTT, 76 scannable and 10 large print non-scannable student booklets were designed and printed by the MDPS contractor at age 9, 13, and 17. Braille student booklets were also created and printed in mathematics and reading at each age. The age 17 booklets were not used due to the pandemic. Teacher and school questionnaires were not administered in LTT.

Approximately 16,800 students were assessed at age 9 and 17,800 at age 13 in mathematics and reading.

Scoring for LTT occurred in Norfolk, VA for reading and Mesa, AZ, for mathematics in the Summer of 2020.
